The Question Text is the field reported to SCORM in SCORM 2004 packages.  Moving elements is done at the Section, Row and Group levels.  However, in the template questions the set of elements are in set design. Hence the challenge you are facing.  

Good news though, you do have options.  In Flow content, you can and any NEW elements you want into the same "group" as another item.  Once that item is in that group you can swap the order and move things around within that group.

To add a new text element above or below the Question text element, select (single click) the question element, and then using the ribbon bar, select insert and pic the object you want to add (e.g., rich text).  Above and below the selected element (question text in this case) a new "empty" box will appear. You can select the desired box and then add that new type of element. 

Using this approach, combined with selectively removing set text elements you don't need or are in the wrong spot will enable you to adjust the design pretty much however you like.
