Can I restrict the user by not allowing them click the menu/outline for the 1st time so the user cant skip any page. Basically learner needs to be required to go through all of the slides, and not be able to skip ahead via the Outline menu

The Publishing Profile has a setting to help with this in the Navigation section, called Forced Sequential.

When this setting is turned on in the Publishing Profile the learner can open the menu but can't select ahead. They have to complete the page content in order from start to finish (they are able to go back to review content, though).  

There's a related setting in the Content Options section called Enable Course Search Sequential Filter. If your project's theme includes a content search field then the learner can't use the search results to skip ahead in the content, either. So it's a good idea to select this setting as well.

The Forced Sequential option is valuable for scaffolded content, i.e., content that has to be consumed in a specific order to make sense. (For example, the learner needs to understand part 1 before they can begin to understand part 2).

Something to keep in mind: even if you have open navigation using the menu, if the learner opens the menu on page 1 and then goes to the last page they aren't marked as completed. Completion is based on the learner viewing each page in the project. So, they'll be on the last page, but would still have to go back and view all of the content pages in order to be complete.
