Exam / Scored Questions & Reporting

There are two settings in different places that can help you with controlling the order as you describe.

In the Publishing Profile there is a setting in the Test Options section, Follow LO Order. By default, this setting is off, so the LO order will be shuffled as part of delivering test questions to the learner. You can edit your Publishing Profile (or create a new Profile) to turn this setting on.

The second setting is for each LO. If you select the LO then select the three-dot menu to open its Properties panel, on the Settings tab there are several options for controlling the delivery of questions from the LO. The default setting is to deliver All Questions, with a checkbox preselected to shuffle the question order within the LO. If you de-select this checkbox the questions will not be shuffled, i.e., they will follow the order you have set in the Project Outline. (This panel also includes settings for randomization of the available questions for the LO, such as presenting one or two questions out of three, etc.)

This lesson outlines setting the LO question randomization, it's an older lesson so some interfaces are out of date but it will help you find these settings.

No matter what order the questions are presented in, though, the question data being sent to the LMS should always be contextually question-related rather than simply "delivery order" related. By this I mean that while learner one may get Q 1.1 first and learner two may get Q 2.2 first, the data going to the LMS is based on the questions themselves and not the presentation order.
