How can we make the course a forced learning, i.e. the learner should click each interaction in order to complete the course?

We have a Page is Complete trigger that can be used to enable the Next button once all content on the page has been viewed (such as all the tabs in a tab set, or a whole video).

Here's an article that outlines that trigger: "Is Complete" Trigger Used to Assure Content is Viewed

A second thing you might want to do is to turn on the Forced Sequential option in the Publishing Profile. This setting limits learners to only going forward page by page, in order - they can't use the menu to "jump ahead" in the course.  Completion for the course requires the learner to view all pages, so even if they do use the menu to go ahead in the course and skip pages they won't be achieving completion until they view the skipped pages. So this Forced Sequential setting is not technically required for what you want to do, but it is a common use case.
