I have been notified by two reviewers for a course that I created that the reviewer tool is not displaying when they access the site. Has anyone else reported a similar problem?

An additional possibility to check is if the two are already in the site as Authors, in which case they can still definitely review the course but they wouldn't be taken to the Reviewer portal, they'd be logged in as Authors.
If that's the case, they can rveiew the course by going to the Browse Projects panel, finding and selecting it there then using the Preview button. That will launch a full Project preview of the course, which displays the orange Reviewer toolbar where they can add notes, etc.

When you say "not displaying" do you mean that they can log into the reviewer tool, but they are unable to see the course or?
Some common items to check
Open the project and confirm
- That the users are showing up under the "assigned" tab in reviewer assignment
- The review period is current and active
If both of these are accurate, please send in a ticket to support with the full details of what project/course (include ID) and who is assigned the project, but not able to see it - and what exactly they do see (a screen shot might be helpful)
