Upload resource? Add resource link to text?

I'm trying to 1.) upload a PDF resource, and 2.) add a link to that resource in a richtext box. I keep trying to upload the PDF, but it won't appear in my project's assets, even in the same dialog I'm using to upload it. It's like it's just ignoring the PDF. But even if I could get that to work, I can't find any information about how to add a text link to document resources. Is that explained anywhere?

Note that the Media Library will only show files relevant to the context you are trying to use them. Your PDFs will only show in a Link To File context to be used as a resource.

Yeah, the problem is that I need to create at least three different links within the same block of text, which is on a slide in a Content Carousel. Based on the behavior I'm experiencing, it looks like that isn't possible. Is that correct?

That is not correct. You can hyperlink every letter of every word in a text box if you want. I’m unclear what your issue is as this should be a fairly simple function. I got that far, but I can't figure out how to use that interface to link to uploaded documents, and when I try to use the Link to File interface to add a link to a second document, it just goes back to editing the first one.
