There are several workflows available for adding a new Element to a responsive (Flow) page.

When you select the + Add a Section button, any of the elements available on the Add to Your Page panel will be added to the Page in a new Group in a New Row in a new Section.
The same applies to the Add a Section panel at the bottom of the Page. Selecting any of the Element options on that panel such as H2 Heading Text or Image adds the Element to the Page in a new Group, in a new Row, in a new Section.
Once the new Section is added to the Page you can use the Add a Row feature to add more content to the Same section.
If you have nothing selected on the Page:
In this example a Tabset has been selected.
There is an empty placeholder where it can go, so the Placeholder is highlighted in orange. To add the Tabset to the Placeholder, just select the Placeholder.
Also, the grey area at the bottom of the Page allows you to add the Tabset into a new Section with either one, two or three Groups in it. To add the Tabset there, select the Group where you want it added:
When a Placeholder is selected on the Page, selecting an Element automatically adds the Element to the Placeholder.
If you want to add an element in a Placeholder, you can:

You can also add Rich Text, Image or Video Elements directly to a Placeholder using the icons in the Placeholder.
Selecting the + icon opens the Set your Placeholder panel. Selecting an Element from here adds it directly to the Placeholder.
When you have any Element other than a Placeholder selected, you'll see two additional options where you can add a new Element.
Orange target boxes will be shown above and below the selected Element. Choosing either of these will add the Element into the same Group as the selected Element.
To add a new Element into the same Group as an existing element:
